Roofing and Siding in Original Town Frisco

Most of Frisco is production housing from two decades. The grid around the old downtown is not, and the city's zoning treats it differently: in the Original Town Residential district, main and accessory buildings need an approved facade plan before a building permit is issued, and facade changes must use materials already present.

A District With Its Own Rule

The city's zoning ordinance sets out, for the Original Town Residential district, that main and accessory buildings need an approved facade plan before a building permit issues, and that changes to facades must use pre-existing materials, which the ordinance says may include wood, non-combustible fiber cement siding construction or clay-fired brick, among others. That is the opposite of the rest of the city, where the standard is masonry first and fiber cement above the roofline.

For siding and trim work that means a like-for-like replacement is the path of least resistance, and a change of material is a conversation with the city's Planning staff before it is a conversation with a contractor. Whether a re-roof on the same material triggers the facade review is not something the pages read for this site answer; ask.

City of Frisco Zoning Ordinance, Chapter 63, Subsection 4.07.09 (Ordinance 2021-07-47), as published on eCode360, read October 2026, subsection 4.07.09(E). Citywide standard: 4.07.09(A).

Older Houses, Different Details

Fewer than two percent of Frisco's housing units predate 1980, and the old town grid is one of the few places to look for them. On houses of that age the roofer's and siding contractor's checklist changes:

  • Decking may be board decking rather than plywood, which affects what shingles can be nailed to and whether the deck needs overlay.
  • Multiple roof layers. Older houses sometimes carry a second layer of shingles over the first. A replacement here starts with finding out how many layers come off.
  • Wood siding and trim rather than fiber cement, with paint and rot questions fiber cement does not have.
  • Low-slope additions at the rear, where Frisco's submittal guide calls for double underlayment under composition shingles on 4:12 and under.

State Law and Local Review

A 2019 Texas law limits city rules on building materials approved by national model codes, but it carries exceptions for buildings and districts designated for historical, cultural or architectural importance under certain conditions. Whether and how that applies to Original Town is a legal question this site does not answer. The practical advice is the same either way: ask the city before changing a visible material.

What This Site Does Not Know

Whether any Original Town property carries a historic designation, and whether the 2019 law's exceptions apply to the district.

Whether a same-material re-roof triggers the facade plan requirement.

The age or construction of any particular house. A contractor finds that out on site.

Questions From Original Town

Do I need city approval to replace siding in Original Town?

The ordinance says facade changes in the district must use pre-existing materials and that buildings need an approved facade plan before a building permit. Ask Planning before quoting anything other than like-for-like.

Can wood siding be replaced with fiber cement here?

The ordinance lists both among permitted pre-existing materials. Whether swapping one for the other counts as a facade change is a question for the city.

Are older roofs more expensive to replace?

Often, because of layers, board decking and more cut-up shapes. The quote should carry per-sheet decking and per-layer tear-off prices.

Does the Self Service re-roof permit apply here?

The city's permit pages do not exclude any district, but the zoning rule on facades is separate. Ask the counter at 972-292-5301 and say the address.

A House on the Old Grid?

Say the street. The contractor knows the district's rules, or finds out before quoting.
